I wouldn't mind seeing something like that instituted in NYC and other police departments. (amazing how much goodwill could be generated. But get a deal w/LAS or Giro)
HOWEVER:
If that happened in Philadelphia, PA 33% would try to avoid being stopped. (40% of the "avoiders" would have outstanding warrants or carrying/dealing)
If that happened in Camden NJ, 90% would try to avoid being stopped (There, not only would 100% of those attempting to avoid the stop have outstanding warrants or "carrying" , but so would the 10% that DID stop. The 10% who did stop figure they would take their chances in court.)
