Whatever it is it looks dirty. Ya might want to take it off and service it then you can see the guts and know what it is.
If it's an older Suntour or some brand X it may not fit any modern square taper crank. All square tapers are not created equal.

Also if that spindle is for a road double or triple and you put SS/track cranks on your chain line might be way off.
