The Gore Phantom is not a rain jacket. It will shed some water but it's more of a windshell.
That said, aside from driving rain, it's versatile as hell. Wore it all winter down to the 20s F with not much on under it. Sleeves come off, making it OK for windier days up into the 50s. Beyond that it starts to get a little too hot under the collar.
