Stem length has a lot to do with the type of riding you're into. If you do a lot of descending and like jumping, shorter stems work better. If you do a lot of hill climbing with tight switchbacks, the longer stem and shorter wheelbase would work better.

These are just general principles.

that is bad advice. You should not attempt to alter effective top tube length by changing the effective seat tube angle, unless you are trying to fit a time trial bike. And even then its kludgy.
