This isn't any steeper than some of the hills in Seattle, ones I do on a semi regular basis -if I'm in a really masochistic mood and I'm not hauling groceries. Hills like that are doable, but I wouldn't want to make them part of my regular commute.
Even in a hilly city like Seattle, though, extreme climbs like this can be avoided without resorting to a ski lift for bikes, and also without adding more than 1-2 miles to your ride. I imagine it's the same in Trondheim. The lift is an intriguing idea, but not worth the investment.
