How much is the investment? It might not be much, and I bet the device would last for generations before it had to be replaced. San Fransisco has a fleet of cable cars that operate on the same principle. They have been in operation since before cars were invented, IIRC.

I bet the city floated some bonds to capitalize the project, and are paying them back with revenue from the user fees. This would cost taxpayers virtually nothing.
