Florida has a reputation for not prosecuting drivers who kill cyclists or pedestrians. I remember a case some years ago where a guy took out a 6-man paceline, killing 3. They were riding on the shoulder. He went in front of the judge and said, "not my fault, I have narcolepsy."
Judge let him go, from what I heard, with no penalties whatsoever.
