In Pennsylvania it is illegal to pass at a double-yellow line. I know because I got a ticket for it. Seeing as bicycles are to be treated with all the duties and responsibilities of a motor vehicle, it is hard to reason out an exception for this legally. Despite that I would have passed too, though without the horn honking and flooring of the pedal.
