Very nice, but I would stop short of suggesting a solution like assessing fines on citizens. You won't get community support if your letter is printed. Complaining about the city not removing snow is fine, complaining about your neighbors is another issue. At least consider calling it "enforcement of existing snow removal Ordinances."
