Heart rate during races

My first races of the spring were last weekend and the weekend before (collegiate TTT, crit, and road race each weekend) and I'm worried my season is already over because my heart rate won't go up anymore.

During the first races, I was able to keep my HR at 175-185, which is comparable to my HR last year over a season of about 2 months. Last weekend, I was barely able to get my HR up to 175 during the races and I averaged 162! Where did I go wrong in my training? Is it not enough base? Or rather not enough intensity training? I want to keep racing through the summer with either races or a hard group ride on weekends.

This is my second year racing and I'm cat 4, hoping to upgrade to 3. Both years, I've done a few cross races, followed by a base period of about six weeks and a threshold/interval period of about a month. How can I save my summer if it seems I'm already cooked after two race weekends?
