Within 3 days city crews were out clearing bike lanes. Has the city of Grand Rapids actively promoted cycling as an alternative to commuting by car? If they have that may provide some leverage for you. In my letter, I listed all the things the city has done to promote cycling, particularly cycle commuting. While I didn't directly state it, anyone with any legal training would be able to read between the lines and realize that the city may be found negligent for promoting/inviting it's citizens to participate in an activiity that it knowingly fails to provide safe facilities for.

....Why not post it for all to see....I'm serving on a city transportation committee in Northampton, Mass...I would very much like to see your letter....We too have an activist city councilor (& a sympathetic mayor).....Makes a WORLD of difference!.....
