Vehicular Cycling does not guarantee your visibility, predictability or safety.
However, odds are you will be more visible, more predictable and safer if you ride vehicularly rather than some other way.
In CA you are also supposed to ride "as far right as practicable", however, only when you are going slower than "the normal speed of traffic in the same direction at that time". Therefore, if there is no other traffic in your direction at that time, my layman interpretation of the law is that the "keep to the right" rule does not apply. Which means you can ride in the center as long as you are not impeding anyway, and move over to the right when they show up. I don't know if Maryland has the same caveat.
