Try asking others to comment on the issue and put a temporary yahoo type free email address in the letter for them to contact you. You might be surprised at how many agree and could offer those stats and horror stories to the city as well.

I also agree with the earlier post about removing negative consequences and solutions from your letter. State the problem and let the city work on the solutions, especially if they involve enforcement action.
