Homeowners and businesses can be fined if snow is not cleared from the sidewalks within 24hrs of a snowfall.
Unfortunately, the only way you're going to get results is if the city issues summons on those who do NOT clear their sidewalks of snow. It's the only reason why people even bother but you won't find this attitude in the burbs. Why do you think many towns in the burbs don't have sidewalks? Because it saves them from having to shovel snow each year!
