Yup.....But it depends on what you are using your bike for.
If you are locking up around town, the thicker cross-section of 4130 will probably do you better to avoid dents than something of thinner cross-section like 631, etc.
If you aren't locking up to **** and possibly incurring dents, you might bennifit from the weight savings of the thinner tubed 631, etc.
All depends on what you are using the bike for. But in some applications, the 4130 might be a better way to go.
