I happen to care, and I prefer to buy US-made goods when possible, although I readily admit I don't always do so as they usually cost considerably more. There are many reasons why someone might feel this way, from a sense of patriotism and national pride to the sensible desire to support local workers and retain some manufacturing expertise in one's own country whan so much of it has been moved offshore.

We will likely become less global in the decade ahead as the reality of climate change and peak oil reduce the logic of shipping goods and food all over the world. As that happens we will need to manufacture our own goods again and I hope some expertise remains. BTW, I also feel some kinship with Canada and Mexico since they share our borders and hope someday that we get NAFTA working better since Mexico is perilously close to becoming a failed state.

As far as the Cannondale touring models, I know they were USA made through at least 04 with the CAAD 3 touring frame with the American flag on it. My 02 T2000 is and I believe my 05 T800 was also. I notice that in their literature they stopped calling it a CAAD frame in 05 (just "touring"), but the specs and geometry remained the same through 07 so I assume these were US made.

When the model was changed to the Touring 1& 2 in 2008 the frame production likely moved offshore. The specs and components were changed to a less touring-focused design (road gearing), at least on the Touring 1, and I see the frame geometry changed to a longer top-tube. Too bad, I love the short cockpit of the earlier models as do many who feel stretched out on the LHT or Trek 520. Your best bet is to pick up a clean used one.
