By law in most places, pedestrians are required to walk/run facing traffic. So if they're running in a bike lane, that's going to put them and you in a head-on situation. The thing to do is to yield to them, e.g the cyclist scans behind, merges left into the traffic lane, then return to the bike lane when you get past them.

Multi-use paths are a different deal; there the general rule is walk/run/ride on the right.

Pedestrians get used to walking facing traffic, that when they get on a bike they don't make the switch from being a pedestrian to being a vehicle driver (and thus subject to traffic laws like vehicles are). This is a prime reason why inexperienced cyclists ride the wrong way...
