I've never done it on a bicycle, but some motorcycle events (notably the Baja 1000) required us to wire or zip-tie our spokes in order to pass tech. Personally I don't believe it makes the wheel stronger but a sideways spoke might cause other spokes to break so containing it is probably a good idea.
