Raleigh road frame on CL, good fixie/SS candidate?

Hey, this would be my first build and I've been reading up on here for a couple weeks, while regularly scanning CL. I finally came across a frame that's

A. my size
B. not $$$ for an old beat road frame, or a bottom shelf cruiser, as so many are here in the bay...
C. close enough to me, that I can check it out with ease!

So I figure if this fits me, it would be a pretty good choice and a pretty good price right? Its chro-mo (I think he said 4250, or 4320 or something). It's got the horiz. drops. If it's Japanese and not too old, does that mean it won't have the weird threadings I've heard about? He said the paint is pretty rough (I'd probably repaint/powder anyway) but it looks pretty straight and he couldn't see any dents. It was basically gonna be his fixie project, but he changed his mind because it's a little to big for him, if I understand correctly.

Anyway people, I'm gonna check this out tomorrow morn. If there's anyone here who's a night owl and could suggest some things I should watch out for, or warn me if I'm barking up the wrong tree, I'd really appreciate it.
