Dependent on vintage and brand. I've had two bikes where the "suicide levers" hooked into holes at the side of the main lever and didn't steal any travel that way. The "suicide levers" still weren't particularly good though, as they were too flexy to allow for hard braking.
They were moderately useful for mild braking during casual riding or for minor speed adjustments while riding in a pack though.
