Would some Deep V's with thin rubber work? 700x23 ?

I know their bomb proof for me and I'm around 370!
When people talk about "bomb proof" is that strictly the wheel, or is it interaction with the tube, too? I've had what seems like an unusally high number of flats on my Fuji Absloute 4.0, all in the back where my big body puts most of the weight. Would better wheels mean fewer flats?
