The first route that Not the Slowest offers confirms that the best way between Jersey City and Newark is indeed over the Lincoln Highway bridge. Or maybe I should say it's the least sucky way. The rest of the route looks good.
Now your friend may consider taking a ferry from Weehawken to Manhattan or a subway (called the PATH) from Hoboken to Manhattan. Would that be allowed? It would save a ton of time, and it's jumping a one-mile wide river.
