I don't generally wear shorts (cutoff carharts) until it gets too hot to not wear shorts, Personal issues with the whole concept of shorts in general.
If I didn't ride I wouldn't wear shorts at all.
40'ish temps has me wearing earmuffs,long gloves,carhart pants,Army BDU shirt and my windbreaker.
Helmet & lighted reflective vest always.
