My c.1980 VGT has no bushings or washers at all (though it may have had a very thin metal washer at one time which I may have lost -- I have a very vague memory of one -- or maybe I'm thinking of one of my friends' bikes of that time). There's just the derailleur body (with not attached bushings or anything, and the bolt that screws into the hanger. The Allen bolt has a shoulder (if that's the right word) that butts against the hanger when it's screwed down all the way. The derailleur can pivot as much as it needs to, which isn't much, as others have said.
