You forgot the art component. I think it's 1% of the total project cost.

I'll bet that a big dollar item was the mobilization and demobilization costs because of the environmental restrictions. It looks from the website that they shut down from May to September because of the nesting season.

Design consultants, environmental restrictions, permitting, SWPPPs, prevailing wage, art, material shortages due to natural disasters, etc., all add up. I guess that it's a good thing that our government is putting money back into local construction companies and their workers but I'm with you, 10 million seems pretty excessive.
