I'm not completely hung up on having lugs, but they add some interest to the frame.
I'd go for a more modern track bike too, like the bianchi pista concept, but I haven't seen it in my price range.

I guess the issue is that I want something that is clean looking, but not to the point of being boring, if that makes any sense.

Maybe I just won't find what I want, in my price range.
