I wanted to get into a road bike, thought classic/vintage was the only way of getting something for cheap. Im looking for a smaller frame, and found this locally, online, im not sure about the frame size, but it does look smaller, the seller wants 400cdn = 345usd, which seems cheap , but there are some imperfections in the pictures

Just wondering if you folks think this would be a decent starter bike that i can keep for a while, im 22 now, no more growth spurt, 5'8" with a 28" inseam, i barely bike as is, and thought a road cycle might get me motivated to get some exercise and fresh air.
