I'm 5'5" with a similar inseam. My Pinarello (and practically all my bikes) have about a 52-53cm top tube with a 100mm stem. Saddle to bar drop is about 3". I've tried bikes with 54cm top tubes and it felt too long/big. Of course you could use a shorter stem but that's not ideal.
