No bike lane or shoulder on Union City Blvd from the Alameda Creek overpass to the north side of Union City, as you get near Kaiser.
The Bay Trail would be unpaved for most of the way.
I've been researching this route to ride to Alameda, and there is not a decent way around using Hesperian for quite a ways. Hesperian has no bike lane, so you'd be taking the right lane, as it's too narrow to share.
