If I were to purchase a custom frame, it would be 59 cm c-c, have 72 deg. seat tube angle, 74 deg. steering tube angle and a 59.5 cm top tube, shortest chain stays that would fit, 40 mm fork offset and a high bottom bracket.

But....can't get one like that off the shelf...
Yeah you can almost...

58cm Felt has 58cm top tube and 73.5 STA......moving seat back 1.5 cm father back would make it equal to a 59.5 cm top tube with 72 STA. (but 58cm from BB to seat tube) 1.5cm is roughly equal to 1.5 degrees.

Problem might be finding seatpost with 1.5cm more setback( that's assuming you having seat all the way back on a set back set post to begin with) than the one you are referencing from (although there is a Titec Hell bent post out there that looks like it has plenty.....either that or try a Fizik arione with 85mm rails)
