Staying aero while slowing down seems like a contradiction. To scrub a little speed, I'd rather adjust my body position and use the wind. To scub a lot of speed, I'd prefer to be on the bullhorns. I have a feeling that the ergonomics of use are not so great on this brake and it would be hard to use it for a fast stop.

It would be useful while riding in a peleton, though.
