Because they put themselves into the situation. Also the location of many activities has shifted. When I was in my teens I got myself to my activities via bike or walking, my children did too for the most part, but as suburban sprawl has taken over the ball park facilities have gotten shoved further out. When my two children first started soccer the practice field was about a mile from the house, by the time the quit playing 4-5 years later all of the soccer practices and games had been moved to a complex 12 miles away on the edge of town that is inaccessible by anything but a car, ditto the little league fields, libraries, etc.
Early on we decided that our two would be allowed to choose 1 or 2 activities so we didn't spend our entire lives in a car shuttling them back and forth, to and fro. It worked, but towards the end it got to be a pain as the in town facilities were shut down in favor of consolidated facilities further out.
