The cups are a 2 second job for a bike mechanic with the right tool. Heck, if its apart when you bring it in, I wouldn't even charge you to take them out. Any good powdercoater will have the appropriate sized plugs for everything, but the frame will still need to be prepped (chased and faced) before assembly no matter what.
Is this a general purpose powdercoater of which you speak, or a bike-specific powdercoater. It looks like most of the powdercoaters around here (at least by the yellowpages) either work on automobiles as their specialty, or else large industrial stuff. If one if these were able to do a bicycle, do you think they would still be able to finesse the tender bits?
