Yeah the little clicks are just to adjust chain rub problems, you'll need to click it over a few times to actually get a shift. That is normal. The only thing that would increase shifting performance would be to upgrade to nicer shift levers, but this would cost a lot of money and probably not solve your issue. good luck!
