No. It means that the caps are a secondary seal. They come into play only when the valve leaks.
At the SRAM Technical University, it was explained that schrader caps are indeed the primary seal, the valve is secondary. This is why you will always see a metal cap on stock air shocks. Doesn't mean they'll leak without a cap, just that it's recommended by the manufacturer.
