Sounds like you tightened it to have too much bearing preload. With the bike on the ground, hold your front brake lever tightly and push the bike back and forward sharply. There should be no "tap" feeling in the front end. Release the stem clamp bolts and back the cap bolt out until you feel the tap, then tighten it slightly until it stops. The bar should spin freely like that. Loosen it a hair if it is too tight. Check your alignment on the stem and tighten that up.
That should do it.
