Unlike the OP, I could afford to give up a water cage. My bike has 2 mounting points for cages. One is in the normal place on the inside of the triangle on the downtube. The other is on the outside of triangle on the downtube. Not too keen of placing a bottle down there, even though I do have fenders. My multitool wasn't long enough to screw the bolts through the pump mount into the bosses, so I had to mount it to the inside of the top tube triangle using the zip ties.

By using one of the mounts from the above link, I'll be able to relocate the pump to free up room for a frame bag.
