These two people were not 'commuters' like us, they were homeless dudes probably up early bottle picking. This was confirmed on another Calgary news source. The bike path along the Zoo and west towards the Calgary Homeless shelter is full of homeless people.

Helmets and lights are luxuries that these folks can't afford.
