It can't hurt to try. I've had about a 50% success ratio doing this. Inside, there are spring loaded cams that operate as rachets and they tend to get gummed up over time. A good shot of carb cleaner or (less toxic) ether/starting fluid and then some oil will probably bring them back to life. If that doesn't work, I'd just get new ones as disassembly isn't trivial.
