The "downtube cable stops" are most commonly downtube shifter mounting bosses with the bolt-on cable stops that come with every set of STI or barend shifters.
Also, there are downtube cable stops that are just cable stops, not shifter bosses with an adapter. My Litespeed Firenza came with cable stops welded to the downtube. They are mounted higher on the downtube than shifter bosses would be (about 1" below the headtube) but they are definitely on the downtube.
