The 38's might fit, just measure the width of the fork and the rear stays at the brake and the bb. Even if they don't fit, you can cut fenders away to fit around things like forks and stays. It's easy. If you are patient you could get the 45's to fit if you cut away the right places. Don't do it if looks are super important. But you can do it easily.
I've done plenty of times. So really the answer is either one will fit.
I think the 38's may go without cutting, but it takes a few second to measure first. I have some of the narrow Planet bike fenders they are very nice.

Think of plastic fenders as a template to cut to what you want. Not a fixed piece that can not change.You can get the 45's on just by ending the fender at the fork or bridge and starting again on the other side.

Of course a Seqoia is a nice bike you might want to keep it looking nice and not cut them if possible. Check the width of the narrow Zefals and SKS fenders on line too.

You can put fenders on bikes with no clearance between the tire and the fork or brake bridge if you want to. It's up to you. A big mud flap way down to the ground is a big help too. Use two pieces of mtb tube glued together with tire cement.
