Just because one has a large group of bicycles riding together is no excuse to break the law. There should be prearranged meeting spots along the route, that if the group get's broken up because of traffic lights/stop signs that they'll wait and regroup.

Or they should break the group up from the start and take off at intervals so as to make smaller groups that aren't as likely to get broken up by traffic lights/stop signs.
