If you join a Campy 10 chain with the HD-L pin, it does not require a special tool, just the proper technique. Push the pin in from the left side, with the chain draped over the BB shell, so there is no tension on it. If you want to remove the chain for cleaning, remove the HD-L pin and install a properly fitting master link.
With 11 speed, the new tool is a must, unless you make your own pin flaring tool - see the link below. The only other option is to try a SRAM 10 powerloc or wait until KMC gets their 11 speed chain into production.
