I grew up in Houston, and like NOLA, we had a saying for the summertime days. When you left the house, you would swim to the car. And out riding the bike is like a long swim. It is not pleasant to ride when it is 104 and 100% humidity, but it is possible. If you are soaked with sweat walking to the car, you will not be any more sweaty riding the bike.
So, I ride no matter what the heat is. If it gets below 60, I drive, as I do not have any cold weather gear, but next winter that will be different. Thunderstorms will also keep me from riding, but simple rain will not.
