Huh? How does the frame make the rider more "hunched over" in this case? Steeper generally has to do with headtube and seat tube angles-- which affect how far over or behind the bb you are, and how it handles (steering). You could still ride it quite upright if you wanted to. Also, the bb will be a bit higher on a proper track bike.
