It IS talcum powder, and it's nontoxic. But I've read that it has properties similar to asbestos, so it's not a good idea to inhale it. There was a minor scandal a few years ago about exposing babies to it, but I think the Bush admin, after carefully considering none of the facts, decided there was no cause for alarm.
