Its a step-through frame, not a women's frame. It's only purpose is to make it easier to mount (origonally intended for people wearing dresses but the design caught on for anyone who didn't want to get their leg all the way over the top tube). That they are still marked toward women is merely a sign of ingrained sexism in the industry.
