I think that tires is ready to be replaced (do to the sidewall bulge) but...............

FWIW, i have repaired similar looking cuts on my road bike and MT bike with a boot glued from the inside. On my MT bike, the repair was done from part of a sole from an old tennis shoe we found in a barn (long story). It was actually a pretty big hole but turned out to be a decent repair job. We smeared some super glue on the outside also. It's been about 3-4 months and has held up.
