Looks like a mixte version of the U-08, a good standard bike. With the downtube shifters it probably started life with racing style handlebars and has been switched to upright bars.

It appears to be in great shape and with the rear rack and fenders should make a great commuter. It isn't going to be a great touring bike but should make a good light-touring bike.
