That looks like a coaster brake hub. They have a substantial amount of rotational play between full engaged brake and full engaged drive. Could be 1/2 to 3/4 of a turn. Might be what U R describing.
Wouldn't hurt to tear it down, clean, and regrease though.
Even though they may do that, it's only because of poor adjustment.
